Tony Evers, Tony for Wisconsin Campaign Committee Individual Donations from 1/1/21 to 6/30/23

While the Wisconsin Ethics Commission (WEC) has jurisdiction over complaints of Campaign Finance Chapter 11, Chapter 13 Subch. III and Chapter 19 Subch III of the Wisconsin Statutes, Campaign Committee “Tony for Wisconsin” (TFW) allegedly violated many more state and federal laws to clandestinely fund his ill-gotten seat as Wisconsin Governor.
Our mission, at this juncture, is to detail and expose just one way to obtain campaign funds using individuals’ names and addresses as money mules (Smurfs) for a means to a corrupt end.
After the WEC accepted our multiple Janet for Justice and Kaul for Attorney General complaints under the premise of reasonable suspicion, our complaints became more streamlined due to genius ElectionWatch programmers, who collaborated with us data researchers to provide us with a quick and efficient way to run a Smurf report.
Now, we are on a roll to expose as much corruption in Wisconsin campaigns as our typing fingers will allow us!
To reiterate, we were informed of the 3-year investigation history restriction.
Wis Stat 11.0201(4) requires a treasurer to “maintain records…for not less than three years…”.
As a result of this, complaint data for TFW ranged from 1/1/21 to 6/30/23.
Therefore, and even though we believe the campaign began in 2018, we could only submit complaints with activity beginning 1/1/2021.
The following are just a few TFW campaign highlights.
Please note that the date on the 1/5/23 complaint should have read 1/5/24.
*CFIS: 285,824 donations (to total $23,183,436.72), 97,132 unique donors *TFW alleged Individual False Donations of 65,157 between 1/1/21 to 6/30/23: $5,532,791
*More than 2,468 Smurfs used. More to come on this later.
*Out of state funds approx. 49.26% out of state (not including living overseas and out of state PAC monies).
*Most used Individual TFW Smurf Campaign: Joel that lives in Alabama – 201 times (and now has 24,443 donations at the federal level since 1/1/2017)
*Several donators on video saying they did not authorize vast amount of donations recorded in the TFW campaign
*No street addresses as required by WisStat 11.0204(1)(a)(1) provided for 8,490 individual contributions to total $749,608.48
*5,259 Donors made more than 10 contributions. 160 of those were over 50 contributions.
*Approximately 15,757 total number potential multi-state Smurfs

How We Obtained The Information
The data on the enclosed includes: -campaign information from 1/1/2021 to current, -originated from official open sources, -consists of 182,524,799 (~182.5Million) individual contributor transactions bulk downloaded from www.fec.gov in 2-year increments as 2017-2018, 2019-2020, 2021- 2022 and 2023-2024 zip files. The 2023-2024 dataset was downloaded in mid-April 2023 and is as yet continuing to accrue transactions. Our Wisconsin dataset was downloaded from cfis.wi.gov during the first week of September 2023 and consists of 5,687,788 individual contributor transactions of all available types. These datasets were loaded into a website with an SQL database and subsequently sorted, counted, categorized, grouped, aggregated, summarized and cross referenced into various reports and statistics.
