Tim Michels, Michels for Governor, Inc. Campaign Committee Individual Donations from 1/1/21 to 6/30/23

While the Wisconsin Ethics Commission (WEC) has jurisdiction over complaints of Campaign Finance Chapter 11, Chapter 13 Subch. III and Chapter 19 Subch III of the Wisconsin Statutes, Campaign Committee “Michels for Governor, Inc.” (MFG), allegedly violated many more state and federal laws in his effort to boost his chances for the 2022 Wisconsin gubernatorial seat.  

Our mission, at this juncture, is to detail and expose just one way to obtain campaign funds using individuals’ names and addresses as money mules (Smurfs) for a means to a corrupt end.

To reiterate, we were informed of the 3-year investigation history restriction. Wis Stat 11.0201(4) requires a treasurer to “maintain records…for not less than 3 years…”.

As a result of this, complaint data for PFR ranged from 9/8/21 to last recoded entry on 8/23/22.

The following are a few PFR campaign highlights.

*CFIS: 11,781 donations (to total $6,375,198.64), 8,757 unique donors  

*MFG alleged Individual False Donations of 912 to total $208,696.

*Approximately 22 Smurfs used.  More to come on this.

*Most used Individual PFR Smurf Campaign:  Ronald, 20 times

*No street addresses as required by WisStat 11.0204(1)(a)(1) provided for 367 individual contributions to total $2,392,092

How We Obtained The Information

The data on the enclosed includes: -campaign information from 1/1/2021 to current, -originated from official open sources, -consists of 182,524,799 (~182.5Million) individual contributor transactions bulk downloaded from www.fec.gov in 2-year increments as 2017-2018, 2019-2020, 2021- 2022 and 2023-2024 zip files. The 2023-2024 dataset was downloaded in mid-April 2023 and is as yet continuing to accrue transactions. Our Wisconsin dataset was downloaded from cfis.wi.gov during the first week of September 2023 and consists of 5,687,788 individual contributor transactions of all available types. These datasets were loaded into a website with an SQL database and subsequently sorted, counted, categorized, grouped, aggregated, summarized and cross referenced into various reports and statistics.
