Josh Kaul, 2022 Kaul for Attorney General Campaign Committee Individual Donations

While the Wisconsin Ethics Commission (WEC) has jurisdiction over complaints of Campaign Finance Chapter 11, Chapter 13 Subch. III and Chapter 19 Subch III of the Wisconsin Statutes, Campaign Committee “Kaul for Attorney General” (KAG), allegedly violated many more state and federal laws to clandestinely fund his ill-gotten seat as Attorney General.
Our mission, at this juncture, is to detail and expose just one way to illegally fund a campaign using individuals’ names and addresses as money mules (Smurfs) for a means to a corrupt end.
After the Wisconsin Ethics Commission accepted our Janet for Justice complaint, they then restricted us to 10 pages per complaint, including our massive amounts of spreadsheets, unless we received special permission for a rare exception. Since most of our complaints would have been an exception, we complied with the 10-page rule, therefore writing a separate complaint per issue.
Before we submitted the complaint against Josh Kaul’s Treasurer, Mandy Roberts, on 2/5/2024, we were informed of the 3-year investigation history restriction.
Wis Stat 11.0201(4) requires a treasurer to “maintain records…for not less than 3 years…”.
As a result of this, complaint data ranged from 1/1/21 to 6/30/23. Therefore, even though we believe the campaign began in 2018, we could only submit a complaint beginning 1/1/2021.
The following are just a few highlights from seven separate issue complaints submitted to the Wisconsin Ethics Commission:
*CFIS 11/21/18 to 11/17/2022: 35,873 donations (to total $3,451,218.72), 23,159 unique donors, 157 donated more than 10 times
*KAG alleged Individual False Donations of 10,309 between 1/1/21 to 6/30/23: $1,160,270.53
*KAG duplicate names used from different states (Multi-State Smurfs): approximately 139 unique Smurfs (see KAG 12/27/23 Multi-State Smurf Description). More to come on this issue.
*Most used Individual KAG Smurf Campaign: Philip C – 95 times
*Out of state funds approx. 59% out of state (not including living overseas and out of state PAC monies). 80% higher than the 2018 race.
*Several donators on video saying they did not authorize vast amount of donations recorded in the KAG campaign
*298 (to total $87,374) Contributions where Occupations were blank (see WisStat 11.0204(1)(a)(3)
*No street addresses as required by WisStat 11.0204(1)(a)(1) provided for 920 individual contributions to total $97,797

How We Obtained The Information
The data on the enclosed includes: -campaign information from 1/1/2021 to current, -originated from official open sources, -consists of 182,524,799 (~182.5Million) individual contributor transactions bulk downloaded from www.fec.gov in 2-year increments as 2017-2018, 2019-2020, 2021- 2022 and 2023-2024 zip files. The 2023-2024 dataset was downloaded in mid-April 2023 and is as yet continuing to accrue transactions. Our Wisconsin dataset was downloaded from cfis.wi.gov during the first week of September 2023 and consists of 5,687,788 individual contributor transactions of all available types. These datasets were loaded into a website with an SQL database and subsequently sorted, counted, categorized, grouped, aggregated, summarized and cross referenced into various reports and statistics.
